The locomotive was developed based on the EF12 locomotives, which were becoming difficult to produce due to wartime material shortages, so the EF13 was designed to use as many existing materials as possible for low-cost production.Despite the measures taken to make the locomotives as cheap as possible, only seven locomotives were produced during World War II; production would pick up after the end of the war, with thirty-one locomotives manufactured. The locomotives were known to be reliable runners and liked by crews. Mainly used to pull freight trains, the locomotives were also used for towing jobs and passenger trains; they operated mainly on the Chūō Main Line and Jōetsu Line. From 1953 to 1957, the locomotives’s bodies were replaced, with the old steeplecab bodies replaced with the bodies from the EF58 locomotives due to a surplus of old bodies; the first 31 EF58s would have their bodies donated to the EF13s, with the numbers from the donor EF58s not necessarily matching up to the EF13s (only EF13 5 and EF13 26 received bodies from the EF58 with a matching number).Despite being a wartime design with the expectation that the locomotives would be quickly withdrawn and scrapped, the locomotives were used for many years due to constant modifications to ensure they were up to date. The 0 Series Shinkansen is a high-speed electric multiple unit operated by the Japanese National Railways and its successor companies from October 1964 to December 2008. These were the first Shinkansen sets to operate in revenue service and are considered an iconic vehicle in Japan’s railway history.Based on the prototype Class 1000 sets, the 0 Series Shinkansen entered service on 1 October 1964 with the opening of the Tōkaidō Shinkansen. The sets were originally unclassified; they were retrospectively named as the 0 Series later as there was no need to distinguish classes of trains on the Shinkansen at the time. These trainsets were the first Japanese trains to be built as standard gauge (4 ft 8½ in [1,435 mm]), however, Japan’s previously built networks were built as narrow gauge (3 ft 6 in [1,067 mm]) lines.Built between March 1964 and April 1986 in 38 batches, a total of 3,216 cars were built by six manufacturers, constituting the highest production numbers of any Shinkansen train within Japan. Designed to promote JNR’s campaign of a “smokeless railway” to eliminate steam locomotives on the Japanese National Railways as part of their Power Modernization Plan, the DD54s were developed as a type of freight locomotive for use on the Japanese rail network, with a haulage capacity somewhere between the DD51 and DE10 locomotives.Using data gathered from the test running of the DD91 prototype locomotive built by Mitsubishi in 1962, a total of 40 locomotives were built from 1966 to 1971, also by Mitsubishi. Minor changes were made to the locomotives over the production run. The first three locomotives were placed at Fukuchiyama Rolling Stock Depot and used on the San’in Main Line, pulling express trains and freight trains. By 1971 the entire production run of 40 locomotives was completed, stationed at both Fukuchiyama and Yonago Rolling Stock Depots.Prone to numerous reliability issues and breakdowns, the DD54s were reviled by engineers; accounts from engineers state that train crews operating DD54s were provided earplugs as their prime movers were so incredibly loud, and others stating that they refused to drive the locomotives knowing that something would go wrong. It was common for inspectors to ride alongside train crews in the DD54s, replacing parts when they failed. The locomotives’s continued reliability issues were the death knell for the class, with all withdrawn by 1978, significantly earlier than projected and significantly before JNR’s privatization and division; as a result, the locomotives are considered a failure. After their retirement, the National Diet held a question-and-answer session with the JNR regarding their asset management.DD54 33, located at the Kyoto Railway Museum, is the only preserved DD54. The 0 Series Shinkansen is a high-speed electric multiple unit operated by the Japanese National Railways and its successor companies from October 1964 to December 2008. These were the first Shinkansen sets to operate in revenue service and are considered an iconic vehicle in Japan’s railway history.Based on the prototype Class 1000 sets, the 0 Series Shinkansen entered service on 1 October 1964 with the opening of the Tōkaidō Shinkansen.
