It is from the set 8622. It has a spinning wheel in the center that makes noise. Overall a decent used Train Car.
This early coal tender was first produced in 1941 during the Pre-War Era and was based on a New York Central prototype. A smaller version of the No. 2426W. Lettering is darkened and faded due to age.

This is a Lionel 2466W whistle tender with staple-end trucks end trucks and working coil coupler. The whistle motor has been cleaned and lubricated and the whistle works. The coil coupler works too.
