This is an interesting piece. It is a Bowser diecast locomotive with a 2-10-0 wheel configuration and what appears to be a M1A tender. It is DCC and responds to the number on the engine - 4510. Tested the engine and it has a nice sound to it. Unfortunately, whoever put the decals on did not do a very good job!
